While the winch assembly was bolted into place where it would reside for ever more, the turn around pulled was temporarily mounted above so we could winch the tower into the vertical position.
The leverage was not as good as with the lower tail installed but the weight of the tower was minimal. In actuality two of us could have hauled on the cable and pulled it upright.
